It's certainly not good by any stretch of the imagination, but F3/NV melee combat was hair-raisingly awful. There's actually some, however small, amount of player skill involved, in blocking and timing attacks, instead of just mashing the attack button or having a stat-battle. Imagine that! Blocking that actually works, also a new one for Bethesda as opposed to constantly taking chip damage through your block like in their previous games. You can actually block enemy melee attacks and not take a bunch of damage straight through your block. Fallout 4 enemies actually take hitstun so it feels like your attacks are having an effect on them (seriously, this was the god damn perennial Bethesda melee combat problem pre-F4 - fucking robed mages in Skyrim not even reacting to you hacking and smashing them with hard, heavy, sharp weapons), and you can use that to interrupt weapon users for what feels like a more fair playing field.
